香港工程裝飾業總會會長呂迪祺指出,現時裝修行業入行門檻極低——自僱人士只需商業登記或成立無限公司即可營業,無須持牌、無須考試、無須資質認證。相比持牌電工、持牌水喉匠等專業工種,裝修公司完全唔受專業規管。
消委會過去曾評估40份報價單,平均得分僅58分(滿分100),只有8%報價單達到80分以上。少於三成公司會喺報價單列明詳細工序及收費。呢種資訊不對稱,令業主好容易跌入陷阱。

The root cause lies in Hong Kong’s low barrier to entry for renovation companies — only a basic business registration is required, with no licensing, examinations, or professional qualifications needed. The Consumer Council’s assessment of 40 quotations found an average score of just 58 out of 100, with fewer than 30% providing detailed breakdowns of work and costs.
To protect yourself, ensure your contract specifies exact completion dates with delay penalty clauses, detailed material specifications (brand, model, origin), and a warranty period of at least one year. Most critically, adopt a milestone-based payment schedule — never pay more than 10-15% as a deposit, and retain 10% as a final payment released only after satisfactory inspection. Keep all communications in writing via WhatsApp, photograph progress weekly, and require written confirmation for any variation orders before work proceeds.
